ORDER BY id LIMIT n on a queue table would read only the first n waiting rows.
the claim sorted every waiting update on each claim, and checked "is this person's previous update still in hand?" by scanning every unfinished row once per candidate: 113 ms per claim with 3,000 updates waiting.
two partial indexes, ix_inbox_pending (id) WHERE status = 'Pending' and ix_inbox_in_hand (bot_id, chat_key) WHERE status = 'Processing', and each branch of due written as its own ordered, limited subquery with no join or OR in front of the ORDER BY. The claim takes 2 ms however long the queue.
commit 7eecc9f and migration LoadTuning; measured with pg_stat_statements.
