Check: the ⌘B test then hovered the Transactions icon on the rail and read the tooltip "Transactions · 3 pending" → passed.

I assumed: an opacity-0 label is out of the way on the rail.
What happened: on the sidebar with collapsible="icon", locator('a[href="/transactions"]').hover() timed out: <div data-sidebar="group-label" …>Money management</div> … subtree intercepts pointer events. The Payments group's only icon could not be hovered (no tooltip) or clicked.
Why: on the rail SidebarGroupLabel gets -mt-8 opacity-0; the 32px label moves up over the bottom of the group above it. Opacity doesn't stop hit-testing.
The fix: group-data-[collapsible=icon]:invisible on the label, with visibility added to its transition list so it still fades out before hiding.
